Welcome to our Consultation Website for the Saintfield Road Health Care Hub and Creche proposals. 

We are currently undertaking pre-application community consultation to hear your views on the proposed plans.

In light of the current situation and COVID-19 social distancing measures, new guidance from the Department for Infrastructure have been introduced to help you on our proposals. In line with the new guidance, we are required to facilitate public consultation through online and digital tools as well as remote feedback channels to gather your comments on our plans.

We submitted out Proposal of Application Notice to Lisburn & Castlereagh Council on the ?? which marks the commencement of the 12 week Pre-application Community Consultation process.

A Live Consultation Event will take place between 2pm and 5pm on the ?? January 2021

Site history

The site has been subject to a detailed site history, of most relevance is Y/2009/0407/F for the Proposed residential development of 109 dwellings (85 houses and 24 apartments), nursing home of 62 bedrooms, ancillary accommodation, associated site works and provision of a new signalised junction with Saintfield Road. The application was allowed at Planning Appeal in 2019. 

This section of the site has been approved for a residential care home.

Need for the proposals

  • Proposed residential development of 109 dwellings approved on the wider site.​
  • Significant residential development on surrounding land to the north-west and additional 219 dwelling approved to the north (Ref. Y/2009/0407/F)
  • 200ha zoned within Castlereagh over the plan period - Land zoned for housing will be developed in accordance with prevailing regional planning policy and with the Plan Proposals, including Key Site Requirements where relevant. These may include access/infrastructure requirements, public open space provision, protection or enhancement of nature conservation interests, landscaping, provision for walking and/or cycling, local neighbourhood facilities and other site-specific requirements.
  • Over 2,000 population in SOA
  • Policy QD1, PPS7 requires local neighbourhood facilities. Local neighbourhood facilities include social and community uses such as schools, creches, surgeries, local shops and play facilities. Where these are required they should be incorporated into the overall design and layout of the development, designed to a high standard and located to provide focal points and landmark features.
  • The BMA Education, Health, Community and Cultural Facilities Strategy comprises the following elements: • to facilitate the delivery of service provision within the Plan Area throughout the Plan period; and • to highlight as appropriate requirements for new service
  • Crèches, day nurseries and pre-school playgroups have operated for some time as part of the overall activities within existing community buildings such as church complexes and community centres. While such premises may often be acceptable to the Department, trends would indicate that such day care facilities are becoming increasingly specialised in nature and operated on a commercial basis. The Department would therefore anticipate that a substantial proportion of future applications will be for specialised crèches, day nurseries and pre-school playgroups in properties located within residential areas. Such proposals are unlikely to be acceptable in terraced or semi-detached properties in residential areas where the predominant form of occupation is by single families. Detached dwellings may be more acceptable for this type of use, particularly if they are substantial villas set in reasonably large grounds with mature landscaping.
